The programme goal for the present phase of intervention (03/2005 - 12/2007) reads:
Learners in Namibia profit from a better provision and quality of basic education.
This should be achieved through the following programme components:
- Policy advice and planning
- Support to the establishment of a decentralised education management system (regional school cluster system) and strengthening of management structures at regional, circuit and school level
- Support to curriculum reform
- Development and provision of new textbooks for mother tongue education in African languages
- Capacity building for personnel in the education sector
- Strengthening of democratic decision making processes at school level through parents' involvement and participation
