At macro level the Ministry of Education is supported in its sector policy development as well as in its coordinating function concerning policies, in the development of implementation guidelines for these education sector policies and in setting up quality standards.
This is mainly done by supporting various levels of the Ministry of Education such as the Undersecretary for Formal Education, the Directorate of Planning and Development, the Directorate of Education Programme Implementation. Apart from these the collaboration with the Ministry for Regional and Local Government and Housing and Rural Development focuses on the implementation of the Decentralisation Policy in the education sector with the aim of improved efficiency in the provision of education services in the 13 regions of Namibia.
Special significance is focussed towards advising the National Institute for Educational Development (NIED) in the effort to implement curriculum reform processes nation-wide, in developing textbooks for mother tongue education in African languages as well as in assuring performance and and quality standards within the education system.
The active participation of the GTZ long-term education advisors as members of the Development Partners' Coordination Group as well as their involvement in the drafting of the sector development programme ETSIP ensures that policy advice is directed towards structural and institutional education policy reform with appropriate measures and instruments.
